OT/ICS grid cybersecurity · leadership and programs
Pascal H. Seguin
I lead compliance readiness, risk reduction and cross-functional alignment between IT, OT and operations teams for transmission and distribution utilities, turning NERC CIP and IEC/ISA 62443 obligations into programs that control rooms and field crews can run.
Currently an OT/ICS Grid Cybersecurity Engineer in Siemens Energy's Digital Grid business, after building a utility's cybersecurity function and NERC CIP program from the ground up. Control-room operator, SCADA integrator, compliance manager and cybersecurity lead, with formal training in people management through a Business Administration Certificate in Human Resources.

Leadership highlights
Built a utility cybersecurity function
Hired as the first member of the City of Medicine Hat's cybersecurity team; stood up the NERC CIP program for generation, transmission and distribution, including self-reports with mitigation plans taken through to closure.
Led the control-system network redesign
Led the EOP-008 based redesign of the transmission and distribution SCADA network: redundant data centre and control room, WAN, firewall and router redundancy, virtualisation and a private cellular network.
People, hiring and vendors
Supervised and quality-assured student and contractor positions, led hiring of technical OT resources across the city's utilities, and wrote the supply-chain cyber risk management policy that governs vendors.
Cross-functional project lead
Utility project lead for AESO initiatives in energy management, metering, operations and communications, and author of the technical roadmap for integrating micro-generation assets.
Governance at scale
Led Scouts Canada's Southern Alberta executive committee supporting 11,000 members; director of Medicine Hat Search and Rescue and facilitator of its tactical rope rescue and IT support teams.
Formal management training
Business Administration Certificate in Human Resource Management alongside the Computer Information Systems degree: personnel management, budgeting and organisational behaviour, applied to OT teams.
What I deliver
Compliance readiness
NERC CIP and AESO programs that pass audits and self-certifications, with evidence that operators produce as part of normal work rather than a yearly scramble.
Risk reduction that operations accepts
Defensible architectures, hardening and patching programs, and secure remote access designed with control-room constraints first, so controls stay in place after go-live.
IT, OT and operations alignment
One roadmap across engineering, IT and operations: shared asset inventory, monitoring and incident procedures instead of parallel efforts.
Open tooling: FreeSRA
An open-source secure remote access platform for IT and OT, zero inbound at the site, built to be redistributed freely. Project page.
